Customer Education
Do NOT process a handset exchange. It will not resolve this issue.
Educate customers that the camera is a two-stage camera. Half press the Camera key to focus and then fully press the Camera key to take the picture. The camera will not focus for pictures taken with only a full press of the Camera key.
