ICS 4.0.4 OR 4.0.3!!!!

Hello everyone, i've read in this article that the last android ICS is 4.0.4 despite that the site says its 4.0.3

And i got one more question, what does it mean (ICS only), does that mean if i still running on 2.3.6 won't be able to update to the new ICS?!!!!!!!!!!!
