Unable to Activate Cellular Data Network (LTE)

Recently, San Diego, CA has been partially given LTE service. This is nice, but for some reason, I am unable to connect to any network from LTE, even though it says I am connected to LTE. When I disable LTE and turn on 4G, it works fine. I have a feeling it has something to do with my APN settings.

My APN reads epc.t-mobile.com

If I change it to fast.t-mobile.com, it resets back.

If I hit Reset Settings, nothing changes.

 

I have tried resetting network settings

I have tried holding the home button and lock button

 

I can confirm LTE works here, as my brother has been able to connect to LTE from his iPhone 5.
