need help.I can do everything with a local SIM,only no network.I have a unlock code,but can't use it.

My friend came from America.using a TM locked phone with a local SIM,she can make a call or send message.Opening the locked phone with a local SIM,the first screem isn't for the unlock code.Even she have a code,she can't get network.It's a big trouble for her.help please.
