could unlock my iphone 5S even met Tmobile requirement

Hi,

I bought an iPhone 5S full price on 20 September, I was using 60$ prepaid plan. I went to overseas couple of weeks ago and tried to call Tmobile to unlock my phone for several times without any success.

I really need to unlock my phone to use local sim card. Please help me to unlock my phone.
