Phone update

Hello, I have a few questions that hopefully someone can help me with. First off, what is everyones opinion on the newest update of ICS? I have heard some bad things about the first versions of ICS, but is the newest update stable and ok to use? I am currently on GIngerbread 2.3.6 baseband version T989UVKL1, and am thinking about updating, if I can, which brings me to my next question.

As I mentioned, my baseband version is T989UVKL1, which is NOT the newest GIngerbread update. The newest Gingerbread update is T989UVLDE. I have tried downloading updates via Kies, but it says I am up to date, which I am not. T-Mobile has tried pushing the update to my phone, which never came through. Samsung says its not their problem, T-Mobile says the same. So im stuck in the middle, with a phone that I can not update. A store rep told me my only other option was to request a defective handset trade in. Upon reading, all the phones that they send out now for replacements, will come shipped with the newest ICS update. Is it even worth doing that? What are some of your opinions on this situation? Thank you guys for any help or advice you can offer.
