Issues with brightness and power saver

I'm running the latest jelly bean update. Two issues with the phone I'm having:

1) Brightness - I manually adjust the brightness level at ~ 50%, however, each time I restart the phone, the brightness level defaults to 100%. I haven't been able to figure out how to save the brightness setting so that it remains at the value I set even after I reboot the phone.

2) Power saver - I have the "Turn power saver on" feature set to "Immediately", however, each time I restart the phone and unlock the screen, an annoying message pops up that says "turn power saver on". It should turn on automatically when the phone turns on, so not sure why it always prompts me to turn it on via this message? Is there a way to disable this annoying message?
