Phone or coverage?

We recently switched from AT&T to T-Mobile and upgraded to iPhone 5s.  I had checked the coverage map for our address and for work, etc.  Our street is "very strong" and work is "very strong" to "excellent" depending.  Generally, our city (Eau Claire, WI) is excellent.

 

My phone is rarely getting 4G.  I am almost always on E.  In my own house or yard, I can go from 4G in one spot for two minutes to E without moving.  I even get "no service" at home.  Same at work.

 

My question is, could this be my phone?  On my iPhone 4S with AT&T I never had 4G drop, except in the basement of one of the campus buildings.  But I did change both my phone and to T-Mobile, so I'm not sure which is the problem.

 

I upgraded my data plan simply because I was plowing through roaming data.
