Unable to Unlock iPhone 5 Nightmare

Last Monday on 6-24-2013 I called T-Mobile to unlock my iPhone 5. I paid both iPhone 5's off completely. When I spoke to the CS she verified that I am eligible  to unlock. So later that afternoon received 2 emails one for each phone stating to wait 3 days and they plug into iTunes and do a restore of the iPhone which I did, well they did not unlock. So I called that Friday telling them, that my phones were still not unlocking. They escalated to a supervisor and assured me by Monday or Tuesday I would be able to unlock, well still no go. I have done multiple restores with no results. So I called T-Mobile CS today again and they are again looking into the issue. yes I have verified the imei numbers on both devices and they are correct. The first CS I spoke to today transferred me to Apple Support which have nothing to do with unlocking of iPhones, the second rep I spoke to was experiencing computer problems and would get back to me in 2 hours we will see. Very frustrating to say the least.
